Who Qualifies

AFL eligibility at a glance

Connecticut’s Adult Family Living program has requirements for both the person receiving care and the family caregiver.

The person receiving care

  • Lives in Connecticut
  • Has Connecticut Medicaid, or may qualify for it
  • Needs help with daily activities like bathing, dressing, or meals
  • Lives in the same home as their caregiver

The family caregiver

  • A family member or trusted friend, 18 or older
  • Lives in the same home as the person they care for
  • Able to provide consistent, reliable care
  • Generally not a spouse or other legally responsible relative

A family member or trusted friend, 18 or older, who lives in the same home as your loved one. Spouses and other legally responsible relatives are generally not eligible to be paid under AFL.

Yes. AFL is a Connecticut Medicaid program, and Medicare alone isn’t enough. If your loved one doesn’t have Medicaid yet, we can point you in the right direction.
